The Agency was set up by the man that invented the VR-Matrix. It is a regulatory body for the control and registration of programs. It also responds to emergencies relating to viruses and sends appropriate parties to the event. All Programs, regardless of function, must be registered to the Agency to function correctly and have access to the VR-Matrix. An unregistered Program cannot perform any function an average human cannot when it does not have access. Viruses bypass this barrier.

A group of Viruses confirmed to exist in the Virtual Matrix. So far no further information is available.

The VR-Matrix consists of the Reality Matrix (R-Matrix) and the Virtual Matrix (V-Matrix). Information that is processed in the V-Matrix is sometimes regulated and formed into a 'soul' that is placed into a shell in the R-Matrix, this becomes a Program and performs many functions that humans may not be able to perform. Viruses bypass this and create glitches in the combined VR-Matrix (The world), gaining their own shells illegally in the R-Matrix.

The V-Matrix is unstable and so retalliation can only occur in the R-Matrix. The VR-Matrix is regulated by the Agency, the R-Matrix is protected by the Virus Hunters and the V-Matrix traversed by Valkers.

Valkers or Virtual Reality Travellers, are people born with the right brain wave frequency for detachment and travel in the V-Matrix. The evolution of such humans probably originate from the increased activity of the Virtual and Reality Matrixes. All Programs and Viruses are natural Valkers, having been born in the V-Matrix. The science behind this is still being researched.
